Space Service Volume (SSV) has been discussed in United Nations’ (UN) International Committee on GNSS (ICG).
It becomes to world stream.
ISO had better involves this stream as Space-based Services.
I think that Space Service Volume (SSV) is a main axis of mulit-constellation GNSS.
SSV will become a world order of GNSS in the present age.
It cover not only space, but also surface services.
I consider that SSV should be described in the basic international standards of GNSS about space-based positioning, navigation and timing services.

NASA explains SSV on their website:

UNOOSA also provides a document with 144 pages on GNSS SSV.
